About the Project

Creating the opportunity for an interactive art installment on concrete barricades (jersey barriers) is in alignment with the City’s Economic Development Strategic Plan and the Integrated Marketing & Communications Plan. Both plans identify strategies to build upon the City’s distinct character as a regional draw by creating great experiences in our community.

The City of Burnsville is seeking proposals for original art on the jersey barriers that are permanently stored and used in Heart of the City and Nicollet Commons Park for various community events. The jersey barriers are currently plain concrete; however, the City intends to use the jersey barriers as a public art/placemaking opportunity.

Proposal Requirements

  • Include an artist bio or art team bios
  • Provide 3-5 examples of previous work
  • Include a simple sketch, image or design that communicates a vision for the proposed artwork (this may be adjusted based on community engagement)
  • Include a community engagement plan which should include how the artist(s) will convene partners to develop a design theme and how the artist will lead volunteers in the painting of all or some of the jersey barriers

Proposal submissions:

Interested parties shall submit a document that details the proposed approach to achieve the proposal requirements, considerations, schedule and proposed budget. Materials due no later than 4 p.m. on Friday, Sept. 22.

Purchasing Requirements

The City of Burnsville follows Minnesota State Statute in regard to bidding requirements for municipal contracts. The current statute states:

  • Bid amounts of $175,000
    • The City of Burnsville is required to use a formal, sealed and competitive bidding process per the State of Minnesota's Uniform Municipal contracting Law Chapter 471.345.
  • Bid amounts of less than $175,000
    • A formal bid is not required.
    • Local governments must receive at least two quotes.
    • City may still choose to use formal sealed and competitive bidding process at its discretion.
  • Small Purchases
    • City of Burnsville departments are authorized to make small purchases up to $4,999.
