Look here for weekly updates to each project area during construction. All updates are subject to change due to weather or other circumstances.

Project Updates: October 31
Thank you for your patience over the last couple of months as the City and our contractor, McNamara Contracting, improved your neighborhood streets. Williams Drive will be open to two-way traffic, likely starting this weekend.
The project is nearing substantial completion. A few items will continue this fall:
- Installation of the new signal system at Judicial Road and Williams Drive.
- Roadway markings and striping.
- Sign work, replacing older signs and installing new ones.
- Final turf restoration. This includes topsoil leveling and seeding. We will dormant seed later this fall once temperatures are consistently below 45 degrees. Seed is placed in the fall so it is in the ground and ready to grow in spring.
- The City and contractor will monitor topsoil and turf through early summer 2026. Areas that do not establish will be reworked until lawns are healthy and continuous, as required by the contract.
- If your irrigation or pet fence is damaged, please email construction@burnsvillemn.gov for instructions on the repair process. Work can be completed in the spring and summer of 2026 if needed.

The project has a two-year warranty. City staff typically review project areas in spring and fall during the warranty period. If you notice new damage or something that does not look right, please contact us so we can determine if it should be addressed under warranty.

If you plan to prepay your assessment to avoid interest, payment is due by November 15, 2025. Public Hearing Notices and invoices were mailed on April 18, 2025. If you need a copy, please call 952-895-4495 or email assessments@burnsvillemn.gov. Assessments can be paid by mail or online by e-payment (checking and savings accounts only).

Thank you for your patience over the last couple of months as the City and our contractor, McNamara Contracting, improved your neighborhood streets. The project is now substantially complete, however this is some warranty work remaining.
- Roadway patch at East Burnsville Parkway and Tiffany Ct will be reworked in the spring.
- Adjustments to gate valve and manhole castings "bumps" where possible in the spring.
- The City and contractor will monitor topsoil and turf through early summer. Areas that do not establish will be reworked until lawns are healthy and continuous, as required by the contract.
- If your irrigation or pet fence is damaged, please email construction@burnsvillemn.gov for instructions on the repair process. Work can be completed in the spring and summer of 2026 if needed.

Assessment update
Project costs are still being finalized. It typically takes about 30 days after work is completed to reconcile final quantities with the contractor. We do not expect assessments to exceed the $4,200 amount adopted by the City Council in February. Once final project costs are verified, we will send a public hearing notice with your final assessment amount and the hearing date. If actual costs are lower, assessments will be reduced accordingly.

Types of Street Improvements
Reconstruction
work consists of replacing all pavement, repairing and/or upgrading storm sewers and sanitary sewers, water main replacement, and replacement of curbs.
Reclamation
work consists of replacing all pavement, repairing and/or upgrading storm sewers and sanitary sewers, and spot replacement of curbs.
Rehabilitation
work consists of replacing the top 2" of pavement and minor utility work.
Special Assessment Payments
The interest free pre-payment period began on May 7th and will be available through 11/15/2025. There are three payment options:
- In person at City Hall (open M-F; 8:00am - 4:30pm)
- Via mail - must be received in our office by 11/15/2025
- Online until 7:00pm on 11/14/2025
Assessments not paid by 11/15/2025 will be sent to Dakota County Taxation for certification to your 2026 property taxes.

- June 18, 2024: Council ordered preliminary report for the 2025 Street Improvement Projects
- June - November 2024: Staff studied project areas and drafted a preliminary report
- October 3, 2024: Open House at Fire Station 1
- October 8, 2024: Open House at North River Hills Park
- November 20, 2024: Open House at City Hall
- December 17, 2024: Council received preliminary report and called for public improvement hearing
- February 4, 2025: Council held public improvement hearing
- March 2025: Received bids
- April 8, 2025: Council awarded construction contracts
- May 6, 2025: Council held assessment hearing
- May - October 2025: Construction
- October 2025: Council to hold assessment hearing for the Southwest Burnsville project area
- November 15, 2025: Assessment pre-payment deadline
- Spring 2026: Final completion
