Community Notification: What You Should Know

In 1996, the Minnesota Legislature passed the Community Notification Law (Minnesota Statute 244.052). The purpose is to help residents stay informed and prepared when certain offenders are released into the community.

By law, some private information about these individuals becomes public—based on the risk level assigned to them before release. The higher the risk level, the more people are notified and the more details can be shared.

Your local police department is responsible for sharing this information.

How Risk Levels Are Assigned

Before an offender is released from prison, a state panel called the End of Confinement Review Committee (ECRC) evaluates them and assigns a risk level (1, 2 or 3). This risk level determines how much information can be shared and with whom.

What You Can Do

Stay informed: Review fact sheets and the community notification video (above) or visit Minnesota Department of Corrections for current Level 3 notifications.
Talk with your family: Use age-appropriate conversations to help kids understand personal safety and boundaries.
Watch out for one another: Stay alert, look out for neighbors, and report anything suspicious to police.
