Mayor and City Council

Burnsville’s Mayor and four City Council Members set the policies that shape our city. They make decisions on budgets, ordinances, long-term plans and more to keep Burnsville moving forward.

How Council Works:

  • Mayor: Elected to a 4-year term
  • Council Members: 4 members elected at-large to staggered 4-year terms
  • Statutory Plan B Council-Manager form of government: 
    • City Council represents the community, sets policy and holds the City Manager accountable for results.
    • City Manager acts as the chief executive officer, responsible for managing staff and carrying out the Council’s direction.
    • City staff implement the work to deliver results for the community.

Governance and Decision Making

Council decisions follow a clear process, guided by City ordinances and policies.

  • Public Meetings: Held regularly; residents are encouraged to attend or participate.
  • Ordinances: Proposed ordinances are posted publicly before adoption.
  • Accountability: Council operates under a governance model focused on transparency, ethical leadership and strong community partnerships.

City Manager

Gregg Lindberg serves as our City Manager. Gregg joined the City in July 2019 as Deputy City Manager bringing vast experience in local government and in leading staff in collaboration, innovation and excellence in their everyday work. He accepted the role of City Manager in April 2022.

City Council Meetings

The Burnsville City Council meets three times a month in Council Chambers at City Hall. Meetings start at 5:30 p.m. and are open to the public. Council meetings adjourn no later than 10 p.m.

Regular Meetings – First and third Tuesdays after the first Monday
Work Sessions – Second Tuesday after the first Monday
Governance Meetings – Scheduled as needed

All meetings are broadcast live and replayed on BCTV 16 and available to stream online at burnsvillemn.gov/meetings.

Public Participation

Citizen Comments – Up to 10 minutes at the start of each meeting for issues not on the agenda or under review. Council does not take action at this time.
Public Hearings – For agenda items that require formal public input. Residents can present their full position on an issue.

Meeting Process

Councilmembers prepare with background reports, staff recommendations and prior discussion from work sessions. Agendas are published online before each meeting and available at the Council Chambers.

Regular Agenda – Items requiring discussion or individual consideration.
Consent Agenda – Routine, non-controversial items approved together in one vote unless pulled for separate discussion.

The Minnesota Government Data Practices Act (MGDPA) gives everyone the right to view or request copies of public data maintained by the City of Burnsville.

Proclamation Requests

Residents and organizations may request a proclamation or ceremonial resolution from the City by completing the Proclamation Request Form

Administrative Citations and Appeals

If you receive an Administrative Citation for a code violation, re-inspection fee or corrective license action (City Code Section 1-4-7), you may request an appeal. Submit the Appeal Form with the filing fee to the City Clerk’s Office within 14 calendar days of receiving the citation.
