Financial Support
Home Improvement Loan (CEE website)
Burnsville residents can access low-rate, flexible loans for repairs, maintenance, or remodeling of single-family homes, 1–4 unit dwellings, condos, and townhomes. Income limits apply.
Loan amount: $5,000 - $50,000; closing costs apply
Term: 10 - 20 years
Interest rate: 3% (3.247% APR)

Senior Home Improvement Loan
For Burnsville residents 65 and older. Loan provided through the Center for Energy and Environment (CEE).
- Loan amount: $5,000 – $15,000
- Interest rate: 2%
- Repayment: Deferred for 30 years, or until the home is sold, title is transferred, or it’s no longer your primary residence
- Closing costs and income limits apply

Code Cash Home Improvement Grant
Code Cash helps qualified residents fix minor property maintenance code violations.
- 50% match grants, up to $2,000
- Must have received a City-issued property maintenance code violation
- Must also meet at least two of these:
- Be of socio-economic disadvantage
- Be a senior (65+) or have a disability
- Violation poses a risk to life or safety

HOA Financing
The City offers financing to help Homeowners Associations complete work in common areas. To see if your association qualifies, contact Beth Weber, economic development coordinator at beth.weber@burnsvillemn.gov or call 952-895-4454.
Fix Up Fund Home Improvement Loan
- Loan amounts: $2,000 – $75,000
- Terms: Up to 20 years
- Financing: Up to 100% of project costs
- No prepayment penalty
- Closing costs apply
Eligibility
- Must be owner-occupied, primary residence
- Most permanent home improvement projects qualify
- Subject to credit and program guidelines
- Properties cannot be in a Trust
Maximum household income: $172,100 or $152,000, depending on location. If one borrower’s income is below the limit, you may qualify using that income.

MHFA Unsecured Home Improvement Loan
- Not secured by a mortgage
- Loan amounts: $2,000 – $25,000
- Terms: 3 – 10 years
- Financing: Up to 100% of project costs
- No prepayment penalty
- Closing costs apply
Eligibility
- Owner-occupied, primary residence (1–4 units)
- Most permanent home improvement projects qualify
- Subject to credit and program guidelines
- Property cannot be held in a trust
Maximum household income: $172,100 or $152,000 (by location). If the household exceeds the limit but one borrower is below it, that borrower’s income may qualify.

Energy Assistance & Energy-Saving Programs
Energy Assistance Program (EAP)
Helps income-qualified households keep energy affordable and avoid shut-offs. Both homeowners and renters are eligible. Services may include:
- Assist with payment of energy bills
- Help with utility disconnections or fuel deliveries.
- Provide education on efficient and safe use of home heating energy
- Advocate with energy vendors and human service providers on behalf of consumer
- Repair or replacement of homeowners' malfunctioning heating systems

Weatherization Assistance
Households enrolled in Energy Assistance Program may qualify for free home upgrades such as:
- Insulation (walls/attic)
- Furnace, boiler or water heater repair/replacement
- Air sealing to reduce drafts
- Energy-saving tips and equipment

Home Energy Squad®
- A team visits your home to install energy-saving products and recommend future upgrades
- Automatic 50% discount for Burnsville residents ($35 or $50)
- Free visits available for income-qualified households

Utility Provider Programs
Many utilities also offer rebates, energy-saving programs and bill-pay assistance. Burnsville providers include:
- Electric: Dakota Electric Association, Xcel Energy, Minnesota Valley Electric Cooperative
- Gas: CenterPoint Energy

Homeowner Building Workshop Credit
Burnsville’s Building and Proactive Inspections divisions offer workshops providing tips, ticks and information to help set expectations about home renovation projects. Those who attend are eligible for a $25 discount on their next building permit. Workshops are held in the spring and fall.

Handy Maintenance Helpers
- DARTS - Assist seniors with outdoor chores, home repairs, light housekeeping, transportation and caregiver support.
- Grace United Methodist Church – Volunteers help with minor repairs and landscaping.
- Habitat for Humanity – Builds and repairs affordable homes; includes special programs for veterans.
- Habitat ReStore – Discounted building materials, furniture, and appliances.
- Hearts & Hammers – Twin Cities - Provides free exterior painting and home improvement help for seniors and homeowners with disabilities.
- Metro Paint-A-Thon - Each August, volunteer teams paint homes for low-income seniors and people with disabilities at no cost.
- Senior Appliance, Furniture & Electronics Removal - Homeowners 65+ may receive up to $300 to help cover the cost of removing appliances, furniture, or electronics. Assistance is available every five years, and items can be picked up curbside or removed from the home, as funds allow.
