City Council Meetings
Meeting Information
The City Council holds three meetings a month in the Council Chambers at City Hall, 100 Civic Center Parkway. The public is welcome to attend all of these meetings. Governance meetings are scheduled periodically when necessary. These meetings are all aired live and replayed on Burnsville Civic Channel (BCTV) 16 for cable subscribers and available for streaming on demand online.
All meetings start at 5:30 p.m. and are open to the public.
- Two Regular City Council Meetings: first and third Tuesdays after the first Monday.
- Council Worksessions: second Tuesday after the first Monday.
Citizen Comments
The City Council offers members of the public the opportunity to comment on items of public interest. Ten minutes are reserved for Citizen Comments. This portion of the agenda is for issues that are not included on an agenda or are not in the application process at City Hall.
No Council action should be expected during Citizen Comments, as the Council needs to thoroughly study all proposals or requests not of a routine nature.
Public Hearing
If an item is on an agenda, public comment on that item must take place during a Public Hearing, which can be held by the Council or a City Advisory Commission and provides the opportunity for any resident to fully present his or her position on an issue.
Council Meetings have a mandatory adjournment of 11:30 p.m.
Procedures
The City Council welcomes the public to all Council meetings.To keep the agenda moving smoothly, the Council has adopted guidelines for making presentations before the Council.
Council members have received background information related to the meeting's agenda and have prepared themselves for the decision-making process. In some cases, Council may have also discussed these items at a previous work session. Background information includes the minutes of any related Council or Commission meetings, staff reports, and submittals by petitioners and other interested parties.
Order of Business
The schedule for a Council meeting is shown on the AGENDA. An agenda is a list of business items to be considered at a meeting. Each item is given an approximate time that it will be heard. Copies of the agenda are available at the entrance to the Council Chambers at the time of meetings.

Regular Agenda:
The REGULAR AGENDA consists of items requiring individual consideration by the Council; for example, discussion of individual development issues that have a significant number of community or neighborhood concerns.
Consent Agenda:
The Burnsville City Council uses a CONSENT AGENDA procedure for routine, non-controversial items needing little or no deliberation. Those items are identified on the agenda and are approved as a block with one vote unless a Councilmember, City staff, or citizen requests that an item be considered separately.
